Lottery Licensing

Introduction to Licensing

Charitable and religious organizations may raise funds through provincially or municipally licensed lottery events. The Town of Kirkland Lake has the authority to issue lottery licences to eligible organizations operating lottery events within the community. Eligibility, licensing and reporting are managed in accordance with Provincial Regulations.

Note: Individuals are not eligible for lottery.

To obtain a lottery licence an organization must first gain status as an eligible organization with the Town.


Becoming Eligible for Lottery

The Town must follow the AGCO’s regulatory framework to determine if an organization is eligible for lottery fundraising. The Town will assist organizations in determining if it fits within the framework.

To request eligibility, an organization must submit a Lottery Licensing Eligibility Application along with the required documentation listed within to the Town.

Upon receiving a complete submission, the Town will confirm or deny eligibility status within 30 days. If an organization cannot supply all of the documentation listed, they must reach out to the Town to determine if there is an alternative way to complete the submission.

Groups considering applying should reference Requirements for Eligible Groups below to ensure the organization is able to fulfill mandatory tasks and roles prior to completing the Eligibility Application Form.

Once deemed eligible, an organization is able to apply for the different licensing the Town oversees (see Municipal Licensing below).


Requirements for Eligible Groups

All documentation provided to the municipal licensing authority must be supplied in English. 

Once deemed eligible, there are certain requirements for an organization to maintain eligibility and compliance tasks related to individual licenses that must be completed. The information below highlights pertinent information from the AGCO’s Lottery Licensing Policy Manual, various Terms and Conditions and other directives. Organizations should also be reading the listed documentation for their specific gaming needs provided under Lottery Types & Forms below.


Lottery Types and Forms

The Town may only licence certain lottery events while the remainder are managed by the AGCO (at the provincial level). For licences issued by the Town, view the information and forms below.

To obtain a licence for a lottery event, the eligible organization must first submit an application. 


Processing Applications for Lottery Licensing

The Town requires a minimum of 2 weeks (10 business days) from the completed application submission prior to issuing a lottery licence.


The organization must provide the licensing fee when they pick up the licence at Town Hall. The Lottery Licence must be displayed during the lottery event and/or at the licensed location.
